Council application on behalf of the Foreshore Trust
The Planning Services Manger presented this item for the renovation and alteration of the existing fountain and installation of bench seating, paved area, planting area and water misters play area at White Rock Fountain, (Seafront), Hastings.
An amendment to the officers report was noted on page 29, paragraph 1. The report should state “on Hastings Seafront, just east of Hastings Pier”, not to the ‘west’ of Hastings Pier.
Members were shown plans, photographs and elevations of the application site.
Councillors raised concern regarding street drinkers and crime in the area and recommended an informative be added to the resolution for the applicant to seek the views of the Hastings Community Safety Officer.
There was a short adjournment from 6.17pm to 6.21pm for members and officers to agree the wording for the informative, Note 4.
Councillor Davies proposed a motion to approve the application as set out in the resolution below, with the addition of an informative. This was seconded by Councillor Sinden.
RESOLVED – (Unanimously) that :-
1.
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
2.
The development hereby permitted shall be carried out in accordance with the following approved plans:
1721 SK18H, 1721 SK20A
3.
No development shall commence until the following samples of materials have been submitted to and approved in writing by the Local Planning Authority:
· Timber for the seating
· Paving stones
· Tactile paving
· Stone for the white rock feature
Development shall be carried out in accordance with the details approved and no occupation of any building approved shall occur until those works have been completed.
4.
No development shall commence until the following details (to include architects or manufacturers details where relevant) have been submitted to and approved in writing by the Local Planning Authority:
· The central white rock feature
· Proposed new seating
· Drinking fountain
· Lighting units
· Mister jet units
The details should cover the size, detailed appearance of materials, finishes and fixings.
Development shall be carried out in accordance with the details approved and no occupation of any building approved shall occur until those works have been completed.
5.
No development shall take place until there has been submitted to and approved by the Local Planning Authority a scheme of soft landscaping. New soft landscaping details shall include planting plans; written specifications (including cultivation and other operations associated with plant and grass establishment); schedules of plants, noting species, plant sizes and proposed numbers/densities where appropriate together with an implementation programme.
Reasons:
1.
This condition is imposed in accordance with the provisions of Section 91 of the Town and Country Planning Act 1990.
2.
For the avoidance of doubt and in the interests of proper planning.

The Principal Planning Officer, Mr Temple, introduced this planning application for the clearance of site and erection of factory premises including five satellite commercial units at (Iberian Lighting) Plot small w, Drury Lane, St. Leonards on Sea.
Members were shown plans, photographs and elevations of the application site.
Councillor Beaver proposed a motion to approve the application as set out in the resolution below. This was seconded by Councillor Roberts.
RESOLVED – (Unanimously) that planning permission be granted subject to the following conditions:
1.
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
2.
The development hereby permitted shall be carried out in accordance with the following approved plans:

3.
Prior to construction following demolition of existing buildings, tree protective measures and fencing in line with BS5837:2012 "Trees in relation to design, demolition and construction- Recommendations" shall be installed to the front of the rear boundary of the site and retained for the lifetime of the construction period.
4.
Post demolition of the existing structures on site and prior to excavation or construction a maintenance & management plan and detailed design drawings for the entire drainage system should be submitted in writing to and approved by the Local Planning Authority to ensure the designed system takes into account design standards of those responsible for maintenance.
The management plan should cover the following:
a) Clearly state who will be responsible for managing all aspects of the surface water drainage system, including piped drains, and the appropriate authorities should be satisfied with the submitted details.
b) Written contractual evidence that these responsibility arrangements will remain in place throughout the lifetime of the development should be provided to and approved in writing by the Local Planning Authority.
c) Surface water runoff should be limited to 2.5 l/s for all rainfall events including the 1 in 100 (plus climate change). Evidence of this (in the form of hydraulic calculations) should be submitted with the detailed drainage drawings. The hydraulic calculations should take into account the connectivity of the different surface water drainage features.
d) Detailed designs should include information on how surface water flows exceeding the capacity of the surface water drainage features will be managed safely.
e) Evidence that Southern Water have agreed to the proposed discharge rate and connection should be submitted in writing to and approved by the Local Planning Authority.
5.
Prior to occupation of the development, evidence (including photographs) should be submitted in writing to and approved by the Local Planning Authority showing that the drainage system has been constructed as per the final agreed detailed drainage designs as per condition 4.
6.

All matters had arisen between 25 September 2018 and 26 October 2018.
The report was noted.
Members were informed that an appeal against non-determination of planning application HS/FA/17/01056, Stade Family Amusement Park, had been lodged with the Planning Inspectorate.
