Councillor Davies was present for consideration of this item.
The Principal Planning Officer presented this application for the erection of 67 dwellings together with access, open space, parking and landscaping. There are three updates, an objection letter received about loss of green space to housing, affordable housing plan added to the list of approved drawings and drainage details received showing one attenuation tank located under each lane of the entrance to allow maintenance whilst keeping the access open. Councillors were shown plans, photos and drawings of the application site. A proposed layout was shown displaying the main vehicular access from Harrow Lane. A Local Plan design brief showed how this application site adjoins the other housing sites, together with the street scene showing the land levels of the properties and the variety in the designs of the development. The Principal Planning Officer advised that the site had been allocated in the Local Plan for up to 50 dwellings and had outline planning permission for 50 dwellings. The draft Local Plan shows a net capacity of 98 dwellings.
The Principal Planning Officer advised that this is an allocated site where during the Local Plan process it was demonstrated that the local highway network is able to accommodate a housing development as proposed without causing harm to users of the highway. A Transport Statement had been submitted which shows no impact on the roadways around the application site.
The councillors were shown various pictures and drawings to enable them to visualise what the development would look like. They were shown CGI images of the proposed development from a number of different agles. The officer confirmed that the applicants have agreed to 40% of the units being affordable units.
Cllr Edwards as the Ward Councillor addressed the committee and expressed concerns regarding there being 67 instead of 50 dwellings. He said that 12 drawings had been submitted since publication of the agenda and felt that the Committee report was not a full appraisal of the application. He expressed concern that the applicant will come back in a year and say that they are unable to build affordable housing. He also highlighted the open space in the application as not big enough for families to use.
Councillor Scott left the meeting during consideration of this item having declared a prejudicial interest when he became aware of during the Planning Officer’s presentation. Councillors expressed concerns regarding the drainage. The Principal Planning Officer explained the drainage tanks were originally going to be under the vehicular access but now there are planned to be two separate tanks under each side of the access so that the tanks can be maintained whilst still keeping one lane of the access open.
Councillors asked regarding the 40% affordable housing. The Principal Planning Officer explained the applicant agreed to meet the 40% when having 67 dwellings. The original application for 50 dwellings would only have 30% affordable housing.
Councillors asked regarding electric charge points and solar panels. The Planning Service Manager explained that conditions can be added to implement these.
Councillors discussed that the proposed terrace buildings facing into Harrow Road are not in keeping with the detached houses which are on the other side of Harrow Lane.
Councillor Beaver proposed refusal of the recommendation, seconded by Councillor Davies.
RESOLVED (5 votes for , 4 votes against) that planning permission is refused for the following reasons:-
1. The proposed development would represent an overdevelopment of the site, creating a form of development out of keeping with the character and appearance of the area and failing to add to the overall quality of the area, contrary to paragraphs 127 and 130 of the National Planning Policy Framework and Policy LRA 3 of the Hastings Local Plan – Development Management Plan 2015.
