The Principal Planning Officer presented the application for outline permission (seeking approval of access) for the erection of up to 38 residential dwellings. All other matters are reserved.
The Committee were informed that condition 23 has been amended to state that no site preparation or any other commencement of works shall take place on site until the translocation of reptiles from the construction zone to a suitable receptor site is undertaken. Prior to commencement of development and site preparation, details of the proposed translocation, shall be submitted to and approved in writing by the Local Planning Authority. The works shall be carried out in accordance with these approved details.
The site is currently unmanaged, generally overgrown and is screened in its entirety from Bodiam Drive and Queensway. The application seeks outline planning consent for the erection of up to 38 dwellings. The outline application only seeks consent for access to the site and all other matters are reserved.
The indicative layout includes a mixture of detached, semi-detached and terraced properties comprising of 2, 3 and 4 bedroom dwellings. 78 car parking spaces are proposed to serve the development.
Councillors were shown plans, photographs and elevations of the application site.
Councillor Barnett was present and spoke in favour of the application as Ward Councillor. Councillor Barnett said he welcomes the application which delivers much needed housing, but there is concern about one of the recommendations around play provision. There is broad support from local residents for housing development on the site but they want this to be a development of high-quality housing. Residents have raised concerns about the appropriate balance between parking and housing; whether the development will be disability friendly; and how play opportunities will be provided. Following the planning forum recommendations were made for play provision and residents asked if Section 106 funding will be used to support an upgrade of the bus stop at Bodiam Drive. Councillor Barnett suggested that condition 5 be amended to delete any reference to specific play areas and agree that these details could be determined at a later date in conjunction with Ward Councillors.
The Planning Services Manager said that in relation to the bus stop there were no requirements for improvements to be undertaken from the Highways consultation. The play areas detailed in the recommendations for Section 106 contributions have been identified by the Council’s Parks Department. Any changes would need to be deemed acceptable by the Parks Department.
Councillor Bacon proposed a motion to defer the application, seconded by Councillor Marlow-Eastwood.
RESOLVED (by 8 for, to 2 against) that:
The item is deferred to explore play areas to be considered for improvement and upgrading, such as Watermill Drive play area. In addition, the item be deferred to discuss whether it would be appropriate to require a financial contribution towards the upgrading of the bus stop on Bodiam Drive for real time information, improved seating and shelter.
