Breach of Licensing Conditions: AC advised that the Police have commenced their visits regarding alcohol sales etc.. One off-licence (Queens Road) has advised they will not comply. The Police will now start to look at building evidence and discuss with their intel teams. JB commented that it is not always cans that are the problem, lots of street drinkers buy large bottles of Lambrusco. Agreed that JB and AC use a list of images of worst offenders to show to off-licences. AC advised that this campaign will be ongoing for both HBC and the Police.

Central St. Leonards: JW advised that he had chased his contacts but no further feedback has been received. PC advised that the Wardens had noticed a presence in the Kings Road area during a visit last Friday. AC concurred that the Police have noted the same. PC advised that unfortunately his team could not send images as the body cameras were not functioning, this problem is not resolved.

Aggressive Begging: JW and AC advised that data regarding the organised begging noted in the Old Town and town centre, has been sent to ‘Discovery’ who are very grateful for the information. AC confirmed that Marga Fernandez-Muriana has forwarded photographic information to the Police.

Enforcement Police/Legal Action: Regarding the Enforcement Policy update this awaits Chris Barkshire Jones return from leave. Action Chris Barkshire Jones
Legal Action – Update: RC advised that Marga did provide extra evidence regarding breaches of CPNs. Chris Kirwin has breached the CPN and this will now move forward to prosecution. AC commented that the gentleman was also dispersed by the Police from Wellington Square recently. RC requested that AC forward details, although it is suspected that the council has sufficient evidence for prosecution. Dean Quinnell is also being investigated for breach of ASB as a result of police evidence. However AC is requested to format the evidence and resend to RC. Action AC

Information Sharing: AC advised that a new agreement is required as the other is null and void. In the meantime this can be overcome via DPO forms. AC further advised that the Police is drawing up one new ‘umbrella’ agreement for use with all other organisations they work with.

Blue Light: As discussed the presentations will take place at the Safer Rother & Safer Hastings Partnership Board meeting on 23rd September. Venue is now the White Rock Theatre. Central St Leonards: As above in point 2. JB also advised that he had liaised with some businesses in the area – DW Lettings and some second-hand shops. He felt it would be useful to ask these people to join the system so that they can report direct. JB continued that DW Lettings had a nervousness as they had had a window broken (repair approx.. £3k) and do not want this to occur again if persons discovered they were reporting ASB.
Wellington Square: PC advised that the wardens had not noticed further activity these last couple of weeks, although it is acknowledged the same grouping had moved, on occasions, to The Roundel area. JB felt this might be because the business located there is currently on holiday thereby freeing up the area. Discussions followed about a street support church group from Brighton. JB commented that he has spoken to them advising that there are local agencies and charities which are assisting the street drinkers and they are in fact creating a focus where we have problems which are being dealt with. Carlisle Parade, Robertson Street, Sunken Gardens and Bus Shelters: All clear.
Bus shelters, promenade: PC advised that his team had noticed some activity in other bus shelters along the promenade.
Lower Queens Road: No further problems to report.
Outside Cycling Shop, Harold Place: Nothing much to report here, generally opposite outside Jempsons (see item below).
Town Centre: JB reported ongoing activity by the carousel operation and Jempsons. PC felt that is was a mixed group i.e. some regular offenders and some new. Noted that Marcus Bevan makes random appearances. Some persons here had been issued with CPWNs (not CPNs). AC advised that Kevin Woodham was subject of a dispersal yesterday for begging.
PC advised that Nigel Torrance and Chris Reader are now liable for prosecution and cases are ready for Rob Lowe, Jodie King and Michelle Meager. These will be passed to RC soon.
JB advised a gentleman called Danny is becoming increasingly problematic for businesses and yet no-one has reported him yet. JB asked if the Police knew his surname. AC advised that he was taken into custody yesterday morning. JB showed some photographs taken on his phone of Shane Killick who is a regular face with that group of drinkers, and also a couple of other gentlemen who may or may not be dealers.
PC further advised that one of his wardens was subject to threatening behaviour by Gary Usher and two unknowns. This may be a breach of the PSPO. AC/PC to examine body camera footage. Action PC/AC

Prosecutions as set out in Item 2.
Sea Road Caravans and Shelters: Papers for two caravans have been sent to court, and another will be finalised and sent to court soon. Regarding the shelters, it is planned to clean these up and dispel persons living in them (PC advised that 11 are in the western-most shelter). However Members have become involved and discussions ensued regarding use of legal enforcement or via an informal approach regarding the forthcoming re-painting etc. MH advised that the council has agreed to adopt an informal approach and see how this fares. Michael Courts (HBC homelessness officer) is also working with the occupants. RC advised that if they refuse to leave a possession order will be required.
PC advised that a roma lady is located in the car park by the chalets at West Marina and is being monitored. Some ad hoc tents have appeared on the beach here too.
