Minute 271 of Cabinet on 1st September 2020, Annual Treasury Management Outturn Report 2019/2020, was a matter on which the Full Council was required to make a decision. The recommendations were proposed by Councillor Chowney, seconded by Councillor Levane and agreed unanimously.
Minute 279 of Cabinet on 6th October 2020, Next Steps Accommodation Programme (Recommendation 6), was a matter on which the Full Council was required to make a decision. Councillor Batsford proposed a motion, seconded by Councillor Lee, as follows:
RESOLVED that in order for Councillors to take advice from officers, under Rule 16(14) of council procedure the council proceed as if in committee.
The Strategic Housing and Projects Manager took questions from Councillors about the Next Steps Accommodation Programme. The recommendations of minute 279 were proposed by Councillor Batsford, seconded by Councillor Lee and agreed unanimously. The Mayor proposed the meeting proceed in Full Council mode, which was agreed.
The Mayor adjourned the meeting at 7.20pm and the meeting reconvened at 7.31pm.
Councillors debated minute 246 of Cabinet on 2nd March 2020; minutes 251 and 252 of Cabinet on 23rd March 2020; minute 2 of Cabinet on 9th June 2020; minute 262 of Cabinet on 6th July 2020; minute 272 of Cabinet on 1st September 2020; and minutes 276, 277, 278 and 281 of Cabinet on 5th October 2020. These matters did not require approval of Full Council.
