On 21 December 2021, the Government announced the introduction of grant support for hospitality and leisure businesses, in recognition that the rise of the Omicron variant means that some businesses are likely to struggle over the coming weeks. The Council, as the Business Rates Billing Authority, is responsible for payment of these Grants.
Hastings Borough Council has now received £1,254,096 and under the scheme, grants of up to £6,000 will be paid to qualifying hospitality, leisure and accommodation businesses.
The council therefore needs a policy to determine eligibility criteria to be met. The grants are one off payments and must be paid before the 31 March 2022, hence the need for an urgent decision.
Under the emergency powers set out in Rule 26.22 of the Council’s Constitution the Managing Director made the following decision in consultation with Councillors Forward, Barnett, Evans, Rogers, Webb, Patmore and Hilton.
RESOLVED:
To agree the Omicron Hospitality and Leisure Grant Policy and the expenditure of £1,254,096 grant funding from HMG for the purpose of supporting eligible businesses
Reasons:
The council needs a policy to determine eligibility criteria.
