The Senior Planning Officer presented the application for proposed alterations to existing roof design with the formation of gable ends and formation of a new rear mansard roof in order to provide a one bed self-contained flat.
Councillors were shown plans, photographs and elevations of the application site.
The application site is on the south east side of St. Saviours Road. Access to Keymer Close is on the west of the site. The area is predominantly residential in character and there are commercial buildings, i.e. a church and health centre and transport links, and local amenities and services nearby.
There is no parking at the application site and residents within the building are expected to park on surrounding roads. As the application is for one unit, it is unlikely there will be a significant impact on the parking demand in the area especially given its sustainable location and there is also a cycle storage area on the ground floor that is proposed for the application.
The site is on a higher land level than the identical existing building which is on its left side. This point is important to note as the roof design of the site is proposed to change as part of the application. The gable ends do not have any windows proposed and the flat will be served by five dormer windows on the rear elevation looking onto the car park area of Keymer Close.
A ventilated bin storage area and cycle storage area are both proposed on the ground floor and are secured by condition. Residents would expected to store their waste in the storage area and take the waste to the existing storage point at the front of the building.
Councillor Davies proposed a motion, seconded by Councillor O’Callaghan, to approve the planning application.
RESOLVED (6 votes for and 3 against) – that full planning permission be granted subject to the following conditions:
1.
The development hereby permitted shall be begun before the expiration of three years from the date of this permission.
2.
The materials to be used in the construction of the external surfaces of the extension hereby permitted shall match those used in the existing building.
3.
The development hereby permitted shall be carried out in accordance with the following approved plans:
19.153.1.A, 19.153.1.E
4.
The development shall not be occupied or brought into use until the waste storage facilities have been provided in accordance with plan 19.153.1.E. The ventilated bin storage area(s) shall be maintained as such and retained for that use only.
5.

The Planning Services Manager presented the application for a Proposed Managing Agent Sign on Existing Totem.
Councillors were shown plans, photographs and elevations of the application site.
The totem pole is located on the Aldi site along Bexhill Road and is already approved with advertisement consent. The sign will face oncoming traffic rather than being parallel to the road, will not be illuminated and there will be no highway safety issues.
Councillor Patmore proposed a motion, seconded by Councillor Marlow-Eastwood, to approve the planning application.
RESOLVED – (unanimously) that advertisement consent be granted subject to the following conditions:
1.
The advertisement hereby permitted shall be carried out in accordance with the following approved plans:
Site location plan (ESAD 1828), block plan (BG/I3/1/1), existing totem (001 revision 1) and proposed managing agent sign on existing totem (002 revision 1)
2.
This consent is for ten years from the date of this decision and is subject to the standard conditions set out in the Regulations
3.
No advertisement shall be sited or displayed so as to—
a) endanger persons using any highway, railway, waterway, dock, harbour or aerodrome (civil or military);
b) obscure, or hinder the ready interpretation of, any traffic sign, railway signal or aid to navigation by water or air; or
c) hinder the operation of any device used for the purpose of security or surveillance or for measuring the speed of any vehicle.
4.
Any advertisement displayed, and any site used for the display of advertisements, shall be maintained in a condition that does not impair the visual amenity of the site.
5.
Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a condition that does not endanger the public.
6.
Where an advertisement is required under these Regulations to be removed, the site shall be left in a condition that does not endanger the public or impair visual amenity.

For the avoidance of doubt and in the interests of proper planning.
