The Continuous Improvement and Democratic Services Manager updated the committee on progress with the 2018/19 overview and scrutiny work programme. An update on the discussions at the Scrutiny Steering Group (SSG) was given, which stated that most of the aspirations from the previous year had been completed after Quarter 4, as detailed in the report. The new aspirations for the year held a lot of brief updates, and info items.
An update on the Hastings Opportunity Area Briefing was given. It was stated that the Overview and Scrutiny committee would send Councillor Rankin as their representative to that group, so that information could be fed back in to the committee itself.
Further to this, the group decided that there may be sub-groups formed for the topic of education. The education sub-committee would be continued, so that the review topic could be brought to a close.
Councillors noted that there were a number of areas in the interim report that could be amended.
After discussions at the SSG noted issues to do with Section 106 funds and planning, it was suggested that the two topics be placed in to one to be reviewed, specifically about an assessment on planning, and a review, handled by small sub groups. These reviews could also include the Coastal Community Fund 4 and 5. Further to this, planning policy could also be something that the committee scrutinise.
It was also suggested that quarterly meetings be held to keep the group updated on the Street Cleansing Service decision made at Full Council on 11 July 2018.
The group decided that there would be scrutiny in to the Bohemia area action plan, and the progress of it as that plan took place.
Overview and Scrutiny Committee went forward to say that another issue that they would wish to look in to would be that of community safety, however this could come down
RESOLVED that the committee agree the key lines of inquiry proposed for the scrutiny work programme for the 2018/19 municipal year.

It is responsibility of members serving on the overview and scrutiny committee to set their own work programme for each municipal year at the annual meeting, whilst taking into account the advice of officers.
