Planning Committee is responsible for deciding applications
for planning permission, listed building consent and conservation
area consent. The council has produced a Planning Protocol,
which sets out how it will deal with planning matters and this is
included in
part 5 of the Council’s Constitution

Planning Committee meets every month. The meetings are usually
held in the Council Chamber, Muriel Matters House and are open for
the public to attend. Doors open at 5.45pm. Paper copies of the agenda for Planning Committee
meetings are available on request from Democratic

Public Speaking at Planning
Committee
Members
of the public may speak at Planning Committee where a petition of
objection against the recommendation of the planning officer is
received at least three clear working days before the committee
meets.
Petitions must contain a minimum of ten signatories and each
page of the petition must clearly state the application to which it
is referring and also give the reasons for the objection. In
these cases, the lead petitioner will be contacted by the Planning
Department before the meeting. The applicant or their agent
also has a right to speak in response to a petition. Each
person making representations may speak for up to five minutes and
may be asked questions by members of the Planning
Committee.
The
procedure allows for one person to speak against the application
and one in support of the application. If two petitions are
received and petitioners are making similar points, the chair (or
vice chair in his / her absence) will exercise discretion and
preference will be given to petitions from the immediate locality
of the neighbourhood. Where two
petitioners are allowed to speak the applicant may be allowed to
speak for a maximum of ten minutes.
Ward
Councillors may be allowed to speak
immediately after the petitioner and applicant, if this has been
agreed by the Chair of the committee before the meeting. Ward
Councillors may speak for a maximum of
five minutes but may not be asked questions.
Members
of the public are not allowed to address Planning Committee members
at the meeting, unless they have followed the above
procedure.
