The Corporate Director, Environmental Services, submitted a report to inform members of the current situation with new Hackney Carriage applications following the decision in 2016 to delimit numbers.
The Licensing Officer advised the restricted numbers of hackney licences had stood at 48 until February 2016 when full Council chose to remove the limit on numbers. Any new Hackney Carriage applications will be subject to conditions. These conditions were accepted by the Environment & Safety Committee in October 2016. The conditions were appended under Appendix A of the report. The report noted the existing carriage plate owners HC 001 and HC 048 will retain grandfather rights going forward.
RESOLVED (unanimously) that members note the report.

'Fit and Proper' test for Licensed Hackney Carriage/Private Hire Driver
Minutes:
The Corporate Director, Environmental Services, submitted a report regarding an application for a Carriage / Private Hire Drivers Licence.
The purpose of the report was to determine if the applicant was a ‘Fit and Proper’ person to hold a Hackney Carriage / Private Hire Drivers Licence.
With the agreement of the Chair and the applicant, the Licensing Manager circulated a DBS certificate supplied by the Chief Officer of Police, for Members to consider as part of the report.
The driver was in attendance together with his father and both made a submission in his defence.
Councillor Sinden proposed a motion to grant the application, which was seconded by Councillor Dowling.
RESOLVED by (2 votes to 1 against) that the applicant is a ‘Fit and Proper’ person to hold a Hackney Carriage/Private Hire Vehicle Driver’s Licence.
Reasons: The Committee believe the applicant has matured enough to hold a licence. He has had 7 years free of criminal conviction. The Committee believe that the applicant is not a threat to public safety.
The Committee want the applicant to know that they would take matters very seriously should you appear before them again.
